On April 24-26, 1988, the U. S. Department of Agriculture and Tennessee State University hosted a joint symposium to discuss issues related to attracting more minority students into agriculture and strengthening links between the 1890 Institutions and USDA. Senior USDA officials and presidents and deans of the 1890 Institutions attended the symposium. The outcome was a set of specific recommendations calling for institutional changes, changes in program operations, enhanced funding for ongoing programs, and new program initiatives.
From these recommendations the second one stated, “Establish a USDA office on each 1890 campus with at least one person” and was approved.
