  • USDA Liaison Officer – is a full-time USDA employee who has knowledge of USDA programs and activities and serve as a liaison between the USDA and university and provides assistance to the assigned institution in such areas as: student recruitment and counseling; academic program development; grants; teaching and research assistance; outreach; including working small and limited resource farmers.

  • Primary responsibilities - The liaison officers are responsible for providing assistance to the 1890 Land Grant Institutions in the areas of student recruitment and counseling; academic program development; teaching and research assistance; and outreach activities with small and limited resource farmers.

  • Intergovernmental Personnel Act (IPA) Assignments – are intended to facilitate cooperation between the Federal Government and non-Federal entities through the temporary assignment of skilled personnel. An IPA allows Federal employees to serve with non-Federal organizations without loss of employee rights and benefits.
     
  • IPA Agreement – the Federal and non-Federal official and the employee must sign the IPA Agreement.

  • Salary – is equivalent to a GS-12 salary (ranging from $54,221-$70,484 plus locality pay, if applicable).

  • Assignments - There are a total of eighteen assignments.

  • Length of Assignment – is up to two years, and may be extended an additional two years. All parties must agree to an extension.

  • Supervision – A university official will supervise the Liaison Officers.

  • Federal Standard of Conduct and Conflict-of-interest Provisions – apply to all Federal employees on an IPA with a non-Federal entity.

  • Termination – An assignment may be terminated at any time at the option of the Federal or non-Federal organization or employee.
